Abstract:
The presentation examines governance in digital transformation and responsible AI deployment across the public sector. With experience of more than 10 years on government SPVs, the session presents real cases of digital transformation (of exceptional scale) in government programs highlighting program management challenges, design choices, execution and organisational operating models that produced acceptable outcomes. A pragmatic guidance for compliance, auditability, and deployment of ethical AI is also described.

Dr. Pankaj Dikshit is a seasoned technology and AI leader with deep expertise in fintech, digital transformation, cybersecurity, and large-scale public digital infrastructure. Currently associated with Cygnet.One, he has been instrumental in driving AI-led innovation and the development of embedded fintech products.

An alumnus of Indian Institute of Technology Delhi, Dr. Dikshit brings extensive experience in architecting and scaling mission-critical national platforms, including key contributions to India’s GST and e-Invoicing ecosystem. He has led multiple transformative initiatives spanning AI, data analytics, information security, cloud modernization, and digital governance.

Over the years, he has worked on several landmark projects, including the implementation of India’s GST technology framework, multi-layered security systems, AI-powered chatbot solutions, and large-scale invoice digitization platforms. His work bridges technology, governance, and business transformation, with a strong focus on scalable and secure digital ecosystems.

Dr. Dikshit is also an active researcher and speaker, with publications in AI, data mining, deep learning, and digital tax systems. His interests lie in leveraging AI and emerging technologies to build intelligent, resilient, and future-ready platforms.
