NEW DELHI: Multiple decision makers with overlapping responsibilities in delivering civic amenities and services, diffused accountability, poor execution and irregular monitoring are affecting the quality of services in the city, says the Indian Institute of Management, Ahmedabad. It has suggested bringing similar services under single verticals and with an executive head, dedicated budget, plan and execution strategy.
